Illegal Dumping in Sacramento: Analysis and Mitigation Measures

In 2018 Eunomia Research & Consulting was appointed by the Sacramento Solid Waste Authority to identify the causes of illegal dumping and to quantify the cost to the City, County and other parties such as Sacramento Regional Transport and Sacramento Water Services for clearance and management of the issue.
The study included a week of on street characterization which recorded the type and volume of waste that was being dumped and the location. The data was analyzed to identify potential cause and also devise a set of costed recommendations.
Sarah Edwards will present the findings from the research and analysis and the recommendations within the report. Chris Lehon will talk about why there was a need for the study and what the County is doing to implement some of the recommendations.

Sarah Edwards, the Director of Eunomia Research & Consulting North America is based in New York City and has over 20 years experience in the sector.  She has a masters degree is waste management and has worked to mitigate the impact of waste in the US, UK and Africa through progress policy and innovate collection and treatment options solutions. Sarah overseas projects that range from determining the benefit to the economy from the recycling sector to reviewing EPR program performance in Canada and redesigning recycling transfer stations in Massachusetts.

Illegal dumping is known to cause negative environmental, health, and economic effects.  It is a blight in our towns and cities, lowers real estate values, limits tourism and compromises the safety of communities.  Both the City of Sacramento (City) and Unincorporated County of Sacramento (County) have put in place programs to attempt to manage the problem in line with the principals set out in CalRecycle’s Illegal Dumping Toolkit, PACE: Prevention, Abatement, Cleanup and Enforcement.  Eunomia Research & Consulting was commissioned to carryout out an assessment of the quantity, type and source of illegally dumped waste across the City and County and to quantify the cost of managing the problem.  Reviewing the data gathered Eunomia provided a number of costed recommends to mitigate and address the problem proactively. 

Sarah will present results of the on street characterization process as well as the recommendations.  The full report will be in the public domain from 01/24/19.

Chris Lehon is the Recycling Coordinator for Sacramento County. Chris is a former Vice President, Treasurer and Secretary of the Northern California Recycling Assocation.  Chris is a sustainability and zero waste professional. His focus is recycling program development and management with emphasis in recovery and diversion. 

With over 20 years of private and public sector work, Chris's belief is that most people want to do the right thin and that it is sustainability professionals role to provide the tools and information necessary for everyone to effectively participate in reducing waste and mitigating environmental impact..

Manuel has worked in sustainability for 15 years focused on recycling, hazardous waste management, business development, and public education.

He belongs to several multi-agency committees and environmental health cross-border (U.S./Mexico) working groups including Comité Binacional Unidos por la Niñez (which aims to facilitate flow of durable, reusable goods for children of Mexico); California Associations of Recycling Market Development Zone Administrators; HHW and Reuse & Repair Technical Councils; California America Recovery Effort; and the Solid Waste Association of North America.

Manuel holds a Bachelor’s degree from San Diego State University in Political Science with minors in Chicano Studies and Public Administration.
